Returns reports by IDs or all reports for a tenant. Provide either tenantID to list all reports for an organization, or reportIDs to retrieve specific reports.

Tenant listing can include reports visible through a shared dashboard. Direct reportIDs lookup does not inherit dashboard access, so presence in a tenant list does not guarantee a successful direct lookup. Direct lookup still applies report-specific permission and visibility checks.

Dashboard inheritance requires dashboard-read permission and does not grant report-edit permission.
