Returns budgets of all types including their stored status and threshold configurations.

By default, periodVersions contains the latest stored version for each period; includeVersions=true includes full stored history. Status is the last stored evaluation, not a live spend query; recent budget edits or spend changes may not yet be reflected. Fiscal periods without a resolvable current period can be skipped during evaluation.
