Create Jira integration

Create a new Jira integration for linking cost optimization cases to Jira issues. When a case is created in Ternary, a corresponding Jira issue is automatically created in the configured project.

Configure the Jira Cloud instance URL, project, issue type, and optional workflow transition for automatic status synchronization.
