Delete a custom measure only when no non-snapshot report references it. References in reports the caller cannot view still prevent deletion. An in-use measure returns HTTP 400 with reason DeleteCustomMeasureCommandFailure/CUSTOM_MEASURE_IN_USE and context containing measureDisplayName, visible resources, and totalCount (including inaccessible reports). There is no force-delete parameter.
