List applicable usage optimization recommendations for the authenticated tenant. Recommendations are generated from cloud provider advisors and Ternary's proprietary analysis engine.

Recommendations are refreshed periodically based on the latest usage data.

Filters are limited to category, kind, provider, and serviceType; this collection does not support the UI's date, pagination, or savings-threshold controls. estimateValue and currentCost are converted to the tenant preferred currency (USD fallback), identified by estimateCurrency.

Only applicable recommendations are returned. This endpoint does not expose a switch to include inapplicable recommendations.
