List Azure rate recommendations

List all Azure rate recommendations for the authenticated tenant. Includes both reservation and savings plan recommendations based on historical usage patterns.

Recommendations are refreshed periodically based on the latest usage data.

commitmentCost, estimatedOnDemandCost, estimatedTotalSavings, overageCost, savingsPlanTotalRemainingCost, and totalCost are returned in the tenant preferred currency (USD fallback), identified by currencyCode. There is no request-level currency override.
